Introduction

PRNV Services (“PRNV”, “the Platform”, “we”, “us” or “our”) is a technology-enabled digital advertising, listing and visibility platform operated under the laws of the Republic of India and accessible at www.prnvservices.com and any associated mobile applications and digital interfaces. The Platform enables independent service providers, technicians, skilled professionals, vendors and businesses to advertise and list their services, and enables customers to discover and connect with them directly.

PRNV is committed to operating with integrity, transparency and accountability, and to maintaining a digital environment that is hostile to fraud, deception and unlawful conduct. This Financial Crime Prevention & Regulatory Compliance Statement (the “Statement”) records that commitment and the standards of conduct PRNV expects of, and applies across, its Platform.

Regulatory characterisation. PRNV operates as an “intermediary” and “marketplace facilitator” within the meaning of the Information Technology Act, 2000 and the rules made thereunder. PRNV is not a bank, financial institution, payment system operator, lending platform, investment or securities intermediary, insurance entity, or virtual asset service provider, and it does not carry on any regulated financial activity. Accordingly, a comprehensive statutory Anti-Money Laundering (AML) programme of the kind mandated for “reporting entities” under the Prevention of Money Laundering Act, 2002 is not legally applicable to PRNV's current business model. This Statement sets out the proportionate, good-governance financial-crime and compliance framework that PRNV adopts as a responsible technology platform.

Purpose of this Statement

The purpose of this Statement is to:

  • affirm PRNV's commitment to lawful, ethical and transparent operation as a technology-enabled platform;

  • prohibit the use of the Platform for any fraudulent, deceptive or unlawful purpose;

  • establish clear standards for the prevention and detection of fraud, identity misrepresentation and misuse of Platform services;

  • describe the procedures by which suspicious activity may be reported, reviewed and investigated;

  • record PRNV's commitment to cooperate with regulatory authorities, courts and law-enforcement agencies where legally required; and

  • set out PRNV's approach to information security, record preservation, compliance monitoring and the periodic review of its legal and regulatory obligations.

This Statement should be read together with PRNV's Terms & Conditions, Privacy Policy, Fraud Detection & Prevention Policy, Verification & Compliance Policy, Acceptable Use standards and the other policies published on the Platform, each of which forms part of PRNV's overall governance framework.

Scope and Applicability

3.1  This Statement applies to all persons and entities who access, browse, register on, list on, use or otherwise interact with the Platform, including customers, service providers, business partners and visitors (collectively, “Users”).

3.2  This Statement applies to all features and services made available through the Platform, including listing, advertising, profile, discovery, communication, verification and support services.

3.3  Because PRNV does not provide regulated financial services and does not, in its current business model, conduct activities that legally require a statutory AML programme, this Statement is framed as a proportionate financial-crime prevention and regulatory-compliance framework rather than a full AML policy.

3.4  Forward-looking reservation. Should PRNV at any future time introduce products, features or services that constitute regulated financial activities or that otherwise bring PRNV within the definition of a “reporting entity” or any equivalent designation under applicable law, PRNV expressly reserves the right, and undertakes, to implement such additional financial-crime compliance procedures and policies — including, where required, a full Anti-Money Laundering programme, customer due-diligence, record-keeping and reporting mechanisms — in accordance with applicable laws and the directions of the competent regulatory authorities.

Nature of Platform Services

4.1  PRNV functions exclusively as a technology-enabled advertising, listing and visibility platform that connects independent service providers with customers through a unified digital interface. PRNV is an enhanced, modern equivalent of a digital directory.

4.2  PRNV is not itself a provider of any end-service. All services discovered through the Platform are rendered solely by independent service providers in their own personal or professional capacity. The rights, obligations and liabilities arising from any such service rest exclusively between the relevant service provider and the customer, and PRNV is not a party to those arrangements.

4.3  PRNV does not hold customer deposits, does not operate a payment system for third parties, does not undertake remittances, foreign-exchange dealing, securities dealing or investment management, and does not engage in any activity that would render it a regulated financial-service provider under Indian law.

4.4  This characterisation underpins PRNV's compliance posture: the Platform's principal financial-crime exposure is the risk of fraud, impersonation or misuse by Users, and this Statement is directed at preventing, detecting and responding to that exposure.

Commitment to Lawful and Ethical Business Practices

PRNV is committed to conducting its operations lawfully, ethically and responsibly. In furtherance of this commitment, PRNV:

  • operates in compliance with all applicable laws, rules, regulations and directions in force in the Republic of India;

  • maintains a zero-tolerance approach to fraud, deception, money laundering, financing of unlawful activity, bribery, corruption and any other form of financial crime;

  • designs its verification, governance and monitoring processes to deter and detect unlawful use of the Platform;

  • requires all Users to act honestly, lawfully and in good faith in their use of the Platform; and

  • continuously seeks to strengthen its integrity, transparency and accountability as the Platform grows.

PRNV expects every User, service provider and business partner to share and uphold these standards.

Prohibited Activities

The Platform must not be used for any unlawful, fraudulent, deceptive or improper purpose. Without limitation, the following activities are strictly prohibited.

6.1 Fraudulent Activities

Users must not engage in or facilitate any form of fraud, including the provision of false, misleading or deceptive information; the creation of fictitious or fabricated listings, reviews, ratings or engagement; the deceptive inducement of any person to part with money, property or information; the layering, disguising or processing of proceeds of any unlawful activity through the Platform; or any scheme intended to obtain an unlawful advantage.

6.2 Identity Misrepresentation

Users must not impersonate any individual or entity; misrepresent their identity, qualifications, credentials, registration status or authority; create or operate accounts using false, stolen or unauthorised identity information; or use the identity or documents of another person without lawful authority. Each User is responsible for the accuracy and authenticity of the information they provide.

6.3 Unauthorized or Illegal Activities

Users must not use the Platform to commit, promote, facilitate or conceal any activity that is unlawful under the laws of the Republic of India, including money laundering, financing of unlawful activity, tax evasion, dealing in proceeds of crime, trafficking, or any offence under applicable criminal or regulatory law. Users must not use the Platform to circumvent any legal, regulatory or licensing requirement applicable to them.

6.4 Misuse of Platform Services

Users must not misuse the Platform's features, including by uploading malicious code; attempting unauthorised access to systems or data; scraping, harvesting or reverse-engineering the Platform; manipulating rankings, verification or feedback mechanisms; engaging in spam, harassment or abusive conduct; or using the Platform in any manner that interferes with its security, integrity or proper operation.

Consequences. Any actual or suspected breach of this Section may result in immediate restriction, suspension or termination of access, removal of offending content or listings, preservation of relevant records, and where appropriate, reporting to and cooperation with the competent regulatory or law-enforcement authorities, in each case as permitted or required by law.

Reporting and Investigation Procedures

7.1  PRNV provides accessible channels through which Users and other persons may report suspected fraud, identity misrepresentation, unlawful conduct or misuse of the Platform. Reports may be submitted to the contact points set out in Section 13.

7.2  Reports should, where possible, include sufficient detail to enable review, such as the identity of the listing, account or content concerned, a description of the conduct, and any supporting information.

7.3  On receipt of a credible report, or on its own detection of suspicious activity, PRNV may review and investigate the matter proportionately. This may include examining relevant account, listing, communication and technical records; requesting further information or verification from the User concerned; and temporarily restricting access pending the outcome of the review.

7.4  PRNV will handle reports and investigations with due regard to fairness, confidentiality and the protection of personal data in accordance with the Digital Personal Data Protection Act, 2023 and applicable law. PRNV does not tolerate retaliation against any person who makes a good-faith report.

7.5  Where a review indicates unlawful conduct, PRNV may take appropriate action under Section 6, preserve relevant records under Section 9, and cooperate with the authorities under Section 8.

Cooperation with Regulatory Authorities and Law Enforcement

8.1  PRNV is committed to cooperating fully and in good faith with regulatory authorities, courts, tribunals and law-enforcement agencies in the lawful discharge of their functions.

8.2  Where required to do so by a valid legal order, summons, notice, direction or other lawful request issued under applicable Indian law, PRNV will respond appropriately, which may include providing relevant information or records in its possession and control, subject to verification of the lawfulness and authenticity of the request.

8.3  PRNV may, where it considers it necessary or appropriate and where permitted by law, voluntarily report suspected unlawful activity to the relevant authority.

8.4  PRNV will carry out such cooperation in a manner consistent with its obligations to protect personal data and confidential information, disclosing information only to the extent lawfully required or permitted.

Information Security and Record Preservation

9.1  PRNV implements reasonable security practices and procedures designed to protect the integrity, confidentiality and availability of information processed through the Platform, in line with the Information Technology Act, 2000, the applicable security-practice rules, the Digital Personal Data Protection Act, 2023 and recognised information-security standards.

9.2  These measures may include access controls, encryption in transit, secure storage, activity logging, monitoring and periodic review, applied on a risk-proportionate basis.

9.3  PRNV retains records, logs and information for such period as is necessary for the purposes for which they were collected and as required to comply with applicable legal, regulatory, accounting and evidentiary obligations. Where an investigation, dispute, legal request or regulatory requirement so requires, relevant records may be preserved for a longer period.

9.4  No internet-based system can be guaranteed to be absolutely secure. PRNV does not warrant absolute security and shall not be liable for any breach arising from causes beyond its reasonable control, save to the extent provided by applicable law.

Compliance Monitoring and Periodic Reviews

10.1  PRNV monitors the operation of the Platform on a risk-proportionate basis to detect indicators of fraud, identity misrepresentation, misuse and other unlawful conduct.

10.2  PRNV periodically reviews this Statement and its related governance processes to assess their continued adequacy and effectiveness, and to keep them aligned with PRNV's evolving operations and the prevailing legal and regulatory environment.

10.3  As part of these reviews, PRNV assesses whether any change in its business model, products or services gives rise to new or enhanced compliance obligations — including any obligation to adopt a statutory AML programme — and, where so, undertakes to implement the necessary measures in accordance with Section 3.4.

10.4  PRNV promotes a culture of compliance and integrity across its operations and among the Users of the Platform.

Amendments and Updates

11.1  PRNV reserves the right to amend, revise, supplement or update this Statement at any time to reflect changes in its operations, technology, governance practices or the applicable legal and regulatory framework.

11.2  The current version of this Statement will be published on the Platform with the date on which it was last updated. Continued use of the Platform following the publication of an updated Statement constitutes acceptance of the updated Statement.

11.3  Users are encouraged to review this Statement periodically to remain informed of PRNV's financial-crime prevention and compliance standards.

Governing Law and Jurisdiction

12.1  This Statement is governed by and shall be construed in accordance with the laws of the Republic of India, including without limitation the Information Technology Act, 2000 and the rules made thereunder; the Indian Contract Act, 1872; the Consumer Protection Act, 2019 and the Consumer Protection (E-Commerce) Rules, 2020; the Digital Personal Data Protection Act, 2023; the applicable Goods and Services Tax legislation; the Bharatiya Nyaya Sanhita, 2023; and the Prevention of Money Laundering Act, 2002, to the extent applicable.

12.2  Subject to any applicable dispute-resolution mechanism set out in PRNV's Terms & Conditions, the courts at Hyderabad, Telangana, India shall have exclusive jurisdiction over any matter arising out of or in connection with this Statement.
